The Honourable Chief Justice Helen Bowskill
The Honourable Chief Justice Helen Bowskill has made an outstanding contribution to the Queensland and national judiciary over her distinguished 25-year career in law. Highly respected both as a judicial officer and a leader in Queensland’s legal profession, she serves with integrity and compassion, and is a wonderful role model - not only for young legal practitioners but the broader community.
QUT is proud of the role the University has played in Chief Justice Bowskill’s career. As a legal secretary in the early 1990s she joined QUT to study part-time. In 1995 she graduated with a Bachelor of Laws (Honours) and received the University Medal. She went on to become a barrister of the Supreme Court of Queensland in 1998 and was appointed Queen’s Counsel in 2013.
From 2014, Chief Justice Bowskill served as a Judge of the District Court of Queensland, as well as the Planning and Environment Court and the Children’s Court of Queensland, and in 2017 was elevated to a Judge of the Supreme Court of Queensland. Earlier this year, Her Honour was sworn in as Queensland’s 20th Chief Justice of the Supreme Court of Queensland, only the second woman to hold the role.
Throughout her career, Her Honour has practised widely in public, administrative and commercial law. She has also pursued a particular focus on native title law and is recognised for her significant role in achieving social justice for many Aboriginal and Torres Strait Islander people. Her Honour presides as Chief Justice of the Supreme Court of Queensland with unquestionable skill and is recognised for her measured and compassionate approach. She continues to champion and lead efforts to improve mental health and wellbeing in the legal profession, having presented highly regarded papers about work-related stress.
In recognition of her distinguished service to the community, QUT Council has awarded the Honourable Chief Justice Helen Bowskill Doctor of the University.

This thesis investigates the nexus between free-trade, food/nutrition security issues, diet-related Non-Communicable Diseases (NCDs) and the role of law and regulation in Small Island Developing Countries (SIDS) of the South Pacific. The principles of Availability, Accessibility, Acceptability and Quality (AAAQ) serve to identify components of an effective, normative food regulatory system which is suitable to address diet-related NCDs. The comparative analysis of the food regulatory systems in Fiji and Australia provide the backdrop for the evaluation of the existing food regulatory system in Vanuatu, supporting this thesis’ argument that reform is needed based on a multi-sectoral approach to food regulation.

Widespread use of technology, and rapidly growing health care expenditure, is driving the need for macro-level policy and funding decisions about resource allocation to achieve public health cost containment. Medical practitioners face dilemmas meeting competing expectations when rationing at the bedside, yet this has attracted limited attention in Australia and internationally. It is unknown how orthopaedic surgeons perceive their legal and ethical obligations to the individual patient, and broader community, and how they reconcile competing obligations when rationing. This mixed methods research, focused on Australian orthopaedic surgeons, explores law, ethics and professional practices around the resource allocation decisions they make.

This doctoral research examines the approaches that gig workers in the Australian states of New South Wales and Queensland have taken to improve their working conditions by working together. The research focuses on three types of gig workers: rideshare drivers, food delivery riders, and on-demand in-home manual workers. The thesis argues that gig workers show varying levels of interest in working collectively to take action to improve their working conditions. The differences are partly explained by the ways in which they variously interpret and respond to the signals that push them to act with others

There are fundamental problems with the educational publishing market; textbooks and other education resources cost a significant amount of money to access and are governed by restrictions which limit how they can be accessed, used, and reused. This thesis investigates open publishing in higher education and offers an alternative to how educational materials (particularly textbooks), can sustainably be produced and managed. The research further considers how the broader adoption of open publishing in higher education could positively influence the way publishing in education considers systemic issues such as equity, diversity, and inclusion, and ultimately, provide opportunities to support human development.
